We recommend that the following conditions be made <br />a part of the conditional use permit. <br />A haul route and disposal location map. construction phasing schedule, and a traffic control <br />plan must be submitted to the Cit>- for approval prior to commencing with the work. The <br />written construction schedule must be updated or modified as necessarx' to accurately reflect <br />the rate and progress on the project. .A pre-construction conference should be held with <br />the MCWD, contractor. Cih-, Counw and other pardes involved in the project. The traffic <br />control for the project should include a mlajmu.m of traffic control signs and dcvws <br />contormme to the M.MUTCD. flagmen, a sueet sweeper, a sanding truck and a bobcat. The <br />equipmenf wiil be necessarx- because it will be impossible to remove all mud from tires <br />before leaving the site. The MC\\’D should be responsible for cleaning the surface of any <br />paved public street that becomes soiled due to the construction activities on this project. <br />When the MCV\T> constructed the Gleason Lake project in 1994. there were many problems <br />associated with hauling on Highway 12. Depending on tlic haul route piopo^d. a letter of <br />credit in an amount calculated bv the Citv* should be provided for potential damage to the <br />local road system. This amount should be in addition to any rep.-xirs or oyerlav-s proposed <br />bv the MCWT) For safct\' reasons, in times of inclement weather or early thaw, the Cit>* <br />must have the auehoritv- to stop all hauling activin- until such tunc lh.it the Citv deienmiies <br />necessaiy. <br />The project specifications should be provided to the Citv- for clarification of details such as <br />the following: what seeding mixture is proposed, will fertilizer be used, what is planned tor <br />disposal of the cleared tree's? The plans do not appear to show any erosion control dunng <br />construction, this should be addressed. The slopes just belovy the water line are shown at <br />61 (horizontal to vertical). The Citv tvpically requires iO:l slopes wh.ch will increase the <br />amount of emergent vegetation and provnde an additional measure of safety, unless the area <br />wUl be fenced.
