Mr. Michael P. Gaffron <br />City of Orono <br />August 7, 1995 <br />Page 2 <br />Response to Comment No. 3 <br />Wooded wetland vegetation will be planted as indicated in the design plans. Upland wooded <br />areas will be largely undisturbed with minor impacts associated with wetland mitigation areas <br />and the proposed access road along the northeast part of the site. <br />Response to Comment No. 4 <br />Specifications for the project will require no leakage from trucks hauling material to offsite <br />locations and mud removal from tires before leaving the site. <br />Response to Comment No. 5 <br />A gate will be installed across the access road per plan sheet 11 revised July 20, 1995, <br />Response to Comment No. 6 <br />Attached article by William W. Walker, Jr. compiles and analyzes data on phosphorus removal <br />by runoff detention basins and urban lakes reported in the literature. The above article <br />provides monitoring data for 14 detention basins and eight Minnesota wetlands or urban lakes. <br />The article documents numerous monitored successes of detention basins similar to the basins <br />proposed as part of the Long Lake Improvement Project. <br />Response to Comment No. 7 <br />The District acknowledges the cities intent to grant the CUP/variance required for an extended <br />period rather than the normal one year period, to avoid the need for annual renewals prior to <br />project construction in 1998. <br />The Minnehaha Creek Watershed District will consider the information contained in the EAW, <br />comments received on the EAW, and responses to comments in making their final decision on <br />the need for an EIS at their August 10, 1995 meeting. <br />N AES-ljv
