Determination of the Necessity of an Environmental Impact Statement for <br />the Long Lake Improvement Project <br />Page 8 <br />J. Traffic and Vehicle-Related Air Emissions <br />There will be no environmental effects from traffic or vehicle-related air emissions <br />because the Project will not result m an increase in traffic. <br />K.Stationary Source Air Emissions <br />There will be no environmental effects from stationary source air emissions because <br />the Project does not involve any stationary sources of air emissions. <br />L.Dust, Odors. Noise <br />The type and extent of possible negative effects of dust, odors and noise are addressed <br />in Section 25 of the EAW and in the .MCWD’s response to the City of Orono. Dust and <br />nc'se would only be a concern during construction of the Project and, as noted in the EAW, <br />construction activities are scheduled for a time period which will minimize the dust <br />generation. Noise during construction is not anticipated to be significant. The Project is not <br />expected to generate odors. <br />The cumulative potential effects of related or anticipated future projects have also been <br />considered by the MCWD in making its determination of no significant impact. Because dust <br />and noise will not be a long-term concern at the Project site, the Project will not result in a <br />minor or collectively significant impact. As noted above, the Project is not expected to <br />generate odors. <br />Potential environmental impacts due to dust, noise and odor are subject to regulation <br />and. if necessary, mitigation by ongoing public regulatory authority. As noted in section 8 <br />of the E.-^W. the project is the subject of extensive review by various federal, state and local <br />agencies. These agencies will address any potentially negative ramifications of the project in <br />the permitting process. <br />After consideration of the factors set out in Minnesota Rule 4410.1700. the MCWD <br />determines that the Project will not result in significant environmental effects on due to dust. <br />odors or noise. <br />066/21090508 8/11/95
