Determination of the Necessity of an Environmental Impact Statement for <br />the Long Lake Improvement Project <br />Page 6 <br />E.Water Surface Use <br />Section 15 of the EAW discusses the physical impact of the Project on water surface <br />use. The EAW discusses the type and extent of the effect on surface water use. There are no <br />negative environmental effects on water surface use that would need to be reversed. <br />The cumulative potential effects of related or anticipated future projects has also been <br />considered by the MCWD in making its determination of no significant impact. There are no <br />reasonably foreseeable future projects to be undenaken by the MCWD or other individuals <br />that will increase the number of watercratt on Long Lake. <br />Potential environmental impacts on water surface use are subject to mitigation by <br />ongoing public regulatory authority. As noted in section 8 of the EAW, the project is the <br />subject of extensive review by various federal, state and local agencies. These agencies will <br />address any potentially negative ramifications of the project in the permiuing process. In <br />addition, future surface water use is subject to ongoing regulatory authority by the <br />municipalities. <br />After consideration of the factors set out in Minnesota Rule 4410.1700, the MCWD <br />determines that the Project will not result in significant environmental effects on water surface <br />use. <br />F. Water Quality • Surface Water Runoff <br />Section 18 of the EAW discusses the Project’s effects on surface water runoff. The <br />Project will not have an adverse effect on surface water runoff and will not be creating <br />additional surface water runoff. To the contrary, the project will have a positive effect on the <br />quality of surface water runoff entering both Long Lake. Temporary erosion and sediment <br />control measures, as set fonh in the EAW and construction specifications, will used to <br />minimize any potential impact on the receiving waters during construction. <br />The cumulative potential effects of related or anticipated future projects has also been <br />considered by the MCWD in making its determination of no significant impact. The <br />underlying goal of the Project is to improve the water quality of Long Lake through <br />managemern of surface water runoff. Any related or future projects undertaken by the <br />MOVD would serve to continue this goal resulting in increased positive environmental <br />effects. <br />066/22090508 8/11/95
