Determination of the Necessity of an Environmental Impact Statement for <br />the Long Lake Improvement Project <br />Page 2 <br />Improvement Project involves four separate project components: (1) construction of a two cell <br />wet detention basin/wetland at County Road 6 in the City of Orono; (2) construction of a two <br />cell wet detention basin/wetland at Deer Hill Road in the City of Medina; (3) the enlargement <br />of two existing stormwater sedimentation basins in the City of Long Lake; and, (4) the <br />application of aluminum sulfate (alum) to Long Lake to control internal phosphorous from the <br />lake sediments. <br />Studies discussing the use of w'ct detention basins as useful tools in improving water <br />quality include Metropolitan Washington Council of Governments, Urban Runoff in the <br />Washington Metropolitan Area (1983) and W.W. Walker. Phosphorus Removal by UrbaQ <br />Runoff Detention Basins. Lake and Reservoir .Management. Vol. Ill (1987). Smdies <br />discussing the use of alum as a useful method to control internal phosphorous include R.A. <br />Freeman and W.H. Everhart, Toxicity of Aluminum Hydroxide Complexes in Neutral and <br />Basic Media to Rainbow Trout. Trans Am. Fish Society No. 644-658 (1971) and R.H. <br />Kennedy and G.D. Cooke. Aluminum Sulfate Dose Determination and APPHcatiOji <br />Techniques. Restoration of Lakes and Inland Waters, EPA 400/5-81-010 (1980). <br />The various regulatory agencies that have authority over the permitting of the Project <br />have been kept informed of the design of the Project and their input was obtained during the <br />design process. Regulatory agency comments have been incorporated into the final design to <br />the greatest possible extent while retaining the overall project objectives. In addition, a <br />tech^cal advisor^' committee has provided technical input during the planning and design <br />stages of the Project. The Committee was comprised of representatives from the Cities of <br />Lons Lake, Medina and Orono. the Board of Water and Soil Resources, the Minnesota <br />Pollution Control Agency (MPCA), the Minnesota Department of Natural Resources (DNR). <br />Henneoin Conservation District and interested citizens. <br />4 <br />An Environmental Assessment Worksheet (EAW) was prepared for the project and <br />submitted to the Environmental Quality Board (EQB) on June 9. 1995. Notice of the <br />availability of the EAW was published in the EQB Monitor on June 19, 1995 and the <br />comment period on the EAW closed on July 19. 1995. None of the commenlers requested <br />the preparation of an EIS. The .MCWD, as the RGU for the project, received six (6) sets of <br />written comments on the EAW. The MCWD has responded in writing to each of the <br />comments and provided a copy of the responses to the conunenters. <br />Additional information regarding the project can be found in the documents listed <br />above and incorporated herein. <br />066/22090508 8/11/95
