C <br />PROPOSED ORDINANCE AMENDMENT <br />ORDINANCE #, 2ND SERIES <br />AN ORDINANCE REGULATING <br />DOMESTIC ABUSE SHELTERS AS A CONDITIONAL USE <br />IN THE B-4 OFFICE AND PROFESSIONAL BUSINESS DISTRICT <br />The City Council of Orono ordains as follows: <br />SECTION 1. Municipal Zoning Code Section 10.43. Subdivision 4, Conditional Uses, is <br />hereby amended by addii^ Subdivision 4 (K) which shall read as follows: <br />"K. Domestic Abuse Shelters. The use of a stnicture for providing housing and other <br />services for victims of domestic abuse. Any such use shall meet all the following <br />requirements: <br />1.Location. <br />1. <br />2. <br />3. <br />4. <br />5. <br />Structure shall be served by and be connected to municipal sewer. <br />The site shall access directly to an arterial or collector roadway <br />and shall not gain access via a local iKighborhood street. <br />The site shall be within 1,000 feet of a public bus line. <br />The site shall be within 1,000 feet of a retail shopping area. <br />The site shall not be within one-half (V4) mile of another domestic <br />abuse shelter. <br />II. Site/Buildings. <br />1. <br />2. <br />3. <br />4. <br />Buildings and additions to existing buildings shall be consistent <br />with the character and scale of the neighborhood. Exterior <br />materials shall be compatible with surrounding properties. <br />An appropriate transition to neighboring properties shall be <br />provided via landscaping and site design consistent with City <br />ordinances and policies. <br />The use shall be subject to applicable regulations regarding signs, <br />parking, and other zoning district performance standards. <br />The site shall provide a minimum of 3,000 s.f. of lot area per <br />overnight resident based on proposed capacity. <br />1
