This would be done by <br />building a retaining wall and backfilling from the wall <br />to the top of the road. The only way that sloping <br />could be achieved would be to place fabric or other <br />material to keep the soil from eroding away. The <br />property owners would have to be involved with this <br />option by taking responsibility for the repairs to the <br />bank. The City would install posts and sheathing and <br />backfill with sand. Minimal excavation of the road <br />would be done, along with patching the edge of the <br />road. <br />Chairman Kelley asked why the City could not pay for the fill <br />needed for the bank? Cook said that was another option, but the <br />City may not wish to do so. Planning Commission member Bellows <br />asked how much of the property in question was owned by the City? <br />Public Works Director Gerhardson replied that the City’s <br />prescriptive easement would only be over the actual road and <br />gravel ditch area. Cook added that there was additional language <br />that stated the City owned the road to whatever point was <br />necessary to maintain drainage. <br />Option 2 would allow for a portion of retaining <br />wall to be exposed and would be located approximately 3 <br />feet into the private property lines. In the other <br />areas, there would be bushes and other vegetation, so a <br />wall would be Installed as in option 1, but would only <br />exist for the purpose of retaining the bank. However, <br />there are cracks in the road which could allow water to <br />seep in and cause the bank to shift. <br />Chairman Kelley asked Engineer Cook as to which option would be <br />best? Cook responded that either option would sufficiently <br />remedy the problem. Kelley then asked which option the residents <br />of Crystal Bay Road would prefer? <br />Mr. Schibilla expressed the desire of the residents to <br />proceed with option 2. Mr. Bill Wolfe stated that he had no <br />problem with option 2, and commended Public Works Director <br />Gerhardson and City Engineer Cook for their efforts. He added <br />that the residents had just reviewed option 2 that evening. They <br />wanted time to discuss and receive input from a landscape <br />architect to achieve the most aesthetically pleasing effect as <br />possible. Chairman Kelley inquired as to when the City would <br />begin work. Gerhardson replied it would be in the Spring. <br />Planning Commission member Bellows expressed her concern over the <br />residents who chose not to replace the fill. Mr. Lee Erger <br />explained that he owned the property where the most wall exposure <br />would be; he would have difficulty attaining a 2:1 slope. He
