MIHUTBS OF THE PIANNING COMMISSIOH MBBTIHG OCTOBER 17, 1988 <br />ZONING FILE #1326-RONALD lAUER CONTINUED <br />Mr. Leo Hauser explained the current drainage patterns and <br />conditions. He stated that the landscaping for Mr. Lauer's house <br />would increase the runoff from melting. This would push drainage <br />water further into his property and make it very wet and <br />marshy. He is opposed to this happening. <br />Mr. Lauer stated that Mr. Hauser would have problems from <br />his own property because of the slope. Mr. Hauser responded that <br />he had owned the property for 17 years and did not have any <br />significant problems to date. He said that any fill brought in <br />on the Lauer lot, would cause more water to gather on his <br />property. <br />Chairman Kelley asked Mr. Lauer what he proposed to do to <br />prevent a more rapid flow from running off of his property? Mr. <br />Lauer stated that he had no proposal at this time, but did not <br />understand why the land could not be contoured so that the water <br />would flow more to the west, rather than flowing onto the Hauser <br />property. Kelley informed Mr. Lauer that there could be no <br />increase in runoff due to the biāilding of the house or any <br />accessory structures. <br />Mr. Albert C. Greig, stated that he had lived at 137 Chevy <br />Chase Drive since June, 1955, and had watched the entire area, <br />including the golf course, develop. Mr. Greig explained his <br />understanding of the drainage in the area. He stated that the <br />contours were changed when the golf course was built. He said <br />that the concerns of Mr. Simmons, Mr. Hauser, Mr. Nelson and <br />himself involve the fact that Mr. Lauer's house will be built at <br />an elevation so as to overlook the golf course. This would <br />involve a 24' depth of fill. The addition of the septic mound <br />would bring the fill within 220' of the rear property line. The <br />vegetation currently in that area helps deter runoff to a degree. <br />Once the fill is brought in and the vegetati -»n xs removed and the <br />grade increased, there will be an increase in runoff. Planning <br />Commission member Johnson inquired as to whether Mr. Greig had a <br />current runoff problem on his property? Mr. Greig stated that <br />the drainage currently runs across the rear of his property. <br />Kelley agreed with Mr. Greig's concerns. <br />Planning Commission member Cohen asked whether the private <br />access would become a public road. Assistant Planning and Zoning <br />Administrator Gaffron replied that the applicant had not <br />discussed that with the parties that own and maintain that road. <br />Mr. Lauer stated that he would be buying the road from the <br />Wayzata Country Club. Planning Commission member asked Mr. Lauer <br />whether he had a purchase agreement? Mr. Lauer stated that he <br />did and it was contingent upon the approval of his application. <br />It was moved by Chairman Kelley, seconded by Planning <br />Commission member Bellows, to table this application pending <br />further review and more detailed assessment of the problems on
