Planning <br />Commission member Cohen expressed his preference for "Option A" <br />of staff's recommendations as opposed to "Option B". Kelley <br />asked Mr. White what his preference would be. Mr. White <br />indicated that he had no objection to the terms set forth in <br />•Option A", making the large lot an outlot. <br />It was moved by Planning Commission member Cohenr to <br />recommend approval of this application# per staff's <br />recommendations and conditions of approval which included the <br />terms of "Option A" rather than "Option B". Upon further review <br />of staff's recommendations and conditions# Cohen questioned <br />paragraph 2 concerning a 17' right-of-way for County Road 19. <br />Cohen withdrew his motion until this was clarified. Gaffron <br />explained this would allow a consistency with the City's 100' <br />right-of-way corridor for the McCully Road connection between <br />County Roads 19 and 6. Bellows asked how the right-of-way would <br />affect the applicant's dry buildable. Gaffron stated that it <br />might have an effect. Kelley asked about setbacks and septic <br />tanks. Gaffron stated that the 17' right-of-way would still <br />allow for the required 50' setback for the existing house. There <br />should be no interference with the septic tanks located on the <br />property. Kelley asked if the northerly lot line could be moved <br />enough to offset the 17' right-of-way should it create a deficit <br />in the required dry buildable? Gaffron answered affirmatively. <br />Gaffron clarified for Mr. White what the City would need to <br />do in light of the 17' right-of-way. Applicant questioned how <br />that would affect the 150’ corridor and the possibility of <br />turning that into a lot in the future. It was his understanding <br />that 150' was the maximum. Gaffron replied that there was <br />actually a 200' standard for the District# and noted that the <br />width of that corridor necessarily decreases as the 2 acre <br />requirements for Lot 1 is satisfied. There would be no other <br />alternatives if applicant wished to obtain the 2-acre dry <br />buildable requirement where the house is now located. Bellows <br />added that the wetland does not extend to the property line so <br />there would be no way to make it contiguous going the other way. <br />Cohen asked why the City was considering the County's request for <br />the 17'. Gaffron stated that normally the City denies any right- <br />of-way requests for County roads that are not heavily travelled. <br />Due to the fact that the City has a 100' corridor to the north# <br />and because the road is a major connecting point for Highway 12 <br />and Mound# the City Staff felt it would be appropriate to grant <br />the right-of-way. <br />It was moved by Cohen# seconded by Bellows# to recommend <br />approval of application #1301# per staff recommendations and <br />conditions. The Planning Commission recommended "Option A" <br />because it would be a planning mode since future development in <br />that area has not yet been determined.
