Memo - Zoning Amendment <br />September 11,1996 <br />Page 4 <br />Staff Recommendation <br />It occurs to staff that this again is potentially a "piecemeal" review of our commercial zoning <br />districts, and staff would urge that a more thorough review of existing land use and future <br />commercial/residential needs be conducted as part of a more comprehensive study of zoning in the <br />Navarre area. <br />None of the proposed amendments result in a conflict with the Comprehensive Plan, and no <br />Comprehensive Plan Amendment is necessary in order to adopt the proposed changes. Further, staff <br />is unaw are of any existing uses in the B-5 or B-6 zones w hich w ould become non-conforming due <br />to the proposed changes. <br />Planning Commission should identify- the specific reason for each of the proposed use changes, and <br />determine whether any negative impacts will result from the changes. This will not only provide a <br />basis for a recommendation to Council, but w-ill assist staff in future interpretation Of the code when <br />attempting to determine whether a specific use is similar in scope or character to one of the listed <br />uses. <br />Options for Action <br />1. Recommend approval per the attached draft ordinance. <br />2. Recommend approval with revisions or partial approval. <br />3.Table for further information or discussion. <br />4.Other.
