Subd. 3-4-5 and 10.45, Subd. 4 <br />C - Section 10.61, Subds. 4-10: Parking Performance Standards <br />D - Lord Fletchers/Navarre Parking Lot Agreement <br />E - Map of existing B-5 zones and uses <br />Suminary of Proposed Amendment <br />On August 26th the City Council adopted Ordinance No. 149,2nd Series, rezoning the Grace Baptist <br />Church property from LR-IC residential to B-5 Limited Neighborhood Business District. As part <br />of Planning Commission's review prior to that rezoning. Planning Commission suggested that cemm <br />uses allowed in the B-5 District may no longer be appropriate. These included "tobacco shop^ as <br />a permitted use, and "home and garden equipment rental", "kennels", and "off street parking as <br />conditional uses. <br />Council directed staff to proceed with such an amendment of the B-5 District, and al^ directed that <br />the B-6 conditional uses should be amended at the same time, to eliminate " drive-thru restaurant <br />from the list of allowed conditional uses. <br />B-5 Revisions <br />The B-5 District is intended to "provide a district for businesses that supply commodities or pertorm <br />a service primarily for residents in the surrounding neighborhood, which busine^es are not high <br />traffic generators and do not necessitate an inordinate amount of hardcover . /Because of the <br />location of the B-5 District as contemplated in the area known as Navarre in the City, tte uses ^e <br />limited in order to limit the hardcover in that area and to limit the ftiture generatton of traffic for that <br />property in that use district since there is already a traffic pr^lem in Navarre". <br />The permitted uses in the B-5 District include both service and retail businesses, the majority of <br />which are typically low traffic volume and typically niil 24 hour uses.
