MimiTBS OF THB PLABHIBG 8SI0H IT1H6 OC 1€, 1989 <br />SOaiMG FILE il468>FILLSBimT COFTIMIBD <br />Planning ConiniBsioner Brown questioned whether the City <br />Engineer had reviewed the drainage concept being proposed? <br />Caffron replied that the City Engineer had only conceptually <br />approved of the plan* but had not received the plans in time to <br />fully review them. <br />Planning Commissioner Bellows said that the drainage and <br />addition are really two separate issues. <br />Planning Commissioner Johnson asked whether the sketch plan <br />showed existing or proposed plantings? <br />Mr. Baldwin explained that he was going to try to preserve <br />the desireable plants on the bank and then supplement them with <br />more plantings that would help prevent erosion. <br />Chairman Kelley asked what is the hardship for the variance <br />in this case? <br />Mr. Baldwin said that it was the applicant's intention to <br />have a plant room that has the kind of sun orientation necessary. <br />In the process of constructing the addition, they will address <br />the problems with the existing grades and drainage on the <br />property. <br />Mr. Meyer explained the scheme of the existing house in <br />relation to the need to locate the greenhouse as proposed. <br />Planning Commissioner Bellows said that she understood that <br />the greenhouse would be used for growing orchids. She said that <br />an orchid house is more sensitive than a regular greenhouse. She <br />said that the orchids need a more southeast orientation rather <br />than south or southwest. <br />Planning Commissioner Hanson suggested that the greenhouse <br />addition be shorter so that it would not extend toward the lake <br />to the degree now proposed. <br />There were no comments from the public regarding this matter <br />and the public hearing was closed. <br />Planning Commissioner Johnson said that he did not have a <br />problem with the hardcover, even though it is in the 0-75' <br />setback zone, due in part because the slope to the lake is so <br />steep that any runoff goes directly to the lake. He questioned <br />whether a grading plan had been submitted? <br />Mr. Baldwin said that he would work with staff to establish <br />limitations for the amount of grading that the City will allow. <br />Planning Commissioner Brown noted that there would be a new <br />2 foot retaining wall. He informed Mr. Baldwin that the City is <br />sensitive of the visual aspect of retaining walls and that
