protective measures were being taken to preserve trees and how <br />tree removal would affect drainage. <br />Ms. Lucy Tavlor-3075 Farview had a correction to the <br />indicated drainage pattern. She said that runoff crossed Fox <br />Street, ran under Farviev Lane and ran behind her house. She <br />said there was a culvert that crosses Fox Street and another that <br />went under Farview, 3 culverts under driveways and an open creek <br />behind her house. She invited staff to observe this at their <br />convenience. She too stated that the wetlands were not in their <br />normal state. <br />Mr. Gronberg informed the residents that he had met with <br />Hennepin County officials regarding the road access. They <br />preferred to have the access across from Farview Lane. If it was <br />moved to the east, it would have to be offset 150' and sight <br />distance would be a problem. He said that the County preferred <br />only one access to keep County Road access to a minimum. With <br />regard to the wetlands, Gronberg said that they did not use the <br />City wetlands map, but took elevations in the field to determine <br />the wetlands. They are showing an additional wetland that is not <br />evident on the wetland map. He said that they preferred not to <br />have Outlet A, but the City Engineer had recommended its <br />designation. He said that it was a wetland by nature of the <br />soils in the area. Mr. Gronberg said in regard to the 200' <br />frontage width, when a road curves such as this the only way to <br />meet the required footage is to put in cul-de-sac. However due <br />to these lots being very deep and the building sit s being placed <br />back, the 200' requirement would be met. Mr. Gronberg said that <br />the subdivision plan would be submitted to the Minnehaha Creek <br />Watershed District. Any excess water that would result from this <br />subdivision would be stored. Additionally, baffles would be used <br />to control the water quality and quantity of runoff to its <br />present level. <br />Ms. Stubbs said that Out lot A was shown to encroach upon her <br />property. She said she had no Interest in selling it at this <br />time. Acting Chairperson Bellows informed Ms. Stubbs of the <br />purpose and requirement for the outlot designation. <br />Planning Commissioner Hanson asked about the soil testing in <br />the area. Mr. Gronberg replied that the soil borings were being <br />done, along with percolation testing and no problems have been <br />indiated at this point. <br />Bellows noted that this was a preliminary subdivision and <br />before final plat approval would be granted, the soil tests must <br />prove positive. Shd further noted that the soil testing would be <br />helpfu!,. in confirming the location of the wetland. <br />Planning Commissioner Cohen had a difficult time seeing how <br />18 lots would fit into this area. He wanted to see two accesses <br />if there are more than 8 lots. <br />Planning Commissioner Brown indicated that he did not like
