Request for Council Action continued <br />Page 5 of 8 <br />May 21. 1996 <br />Report Regarding Expediting the Planning Application Review Process <br />4.Develop policy guidelines to serve as an initial guide to applicants <br />regarding what is acceptable, in terms of parameters to guide the <br />magnitude of variances, for instance, and to serve as a guide to staff in <br />working with an applicant to discourage applications outside of these <br />guidelines, or to move an application closer to the guidelines. <br />5.Determine if there are certain categories of variances falling within <br />specific parameters that could be handled on a staff level with the final <br />decision by the City Council, rather than the full Plarming Commission <br />review. <br />If the number of applications in any month is very high, schedule a second <br />meeting of the Planning Commission. (This becomes more feasible in <br />conjunction with the expanded deadlines suggested in #2 above.) <br />Alternative Application Review Time Line/Process <br />i. Applicant meet with staff at least once prior to application submittal. <br />a.) To explain the proposed project. <br />b.) To determine if the project is do-able. <br />1. ) Practical and feasible <br />2. ) Complies with ordinances and policies <br />c.) To determine the proper planning action required. <br />d.) To explain and clarify the application form and requirements. <br />e. ) <br />f. ) <br />g) <br />To explain the application review process. <br />To explain the city’s ordinances and policies as they relate to the proposal <br />To provide some level of guidance to assist the applicant in submitting a proposal <br />that comes as close as possible to meeting the city’s policies as they relate to Ae <br />proposal"Or to advise the applicant that the proposal is something that is outside <br />of the limits of acceptability in terms of the city’s codes and policies. <br />2.The application is submitted a minimum of ten days prior to the deadline for submitting <br />legal notices to the official newspaper.
