1 <br />ORONO PLANNING COMMISSION MEETING <br />MINUTES FOR JUNE 17, I996 <br />ROLL <br />The Orono Planning Commission met on the above date with the following members <br />present Chair Stephen Peterson, Charles Schroeder, Sandra Smith, Dale Lindquist, Janice <br />Berg, Elizabeth Hawn, and William Stoddard. The following represented the City Staff <br />Building and Zoning Administrator Jeanne Mabusth, Assistant Planning and Zoning <br />Administrator Michael Gaffiron, and Recorder Sherry Frost Council members Jabbour <br />and Goetten, along wfith Mayor Callahan, were present. Chair Peterson called the meeting <br />to order at 7:00 p m <br />SCHEDULED PUBLIC HEARINGS/PUBLIC INFORMATION REVIEWS <br />(#1) #2139 THOMAS BETZ, 300 CRESTVIEW AVENUE - VACATION OF <br />UNIMPROVED PUBLIC RIGHT-OF-WAY - 7:00-7:12 P.M. <br />The Affidavit of Publication and Certificate of Mailing were noted. <br />The Applicant was present <br />Mabusth reported that the applicant proposes to vacate 36’ of the remaining portion of <br />unimproved Hill Street. The southern 4 ’ has already been vacated The applicant will <br />come back at a later date with a lot line rearrangement application The future subdivision <br />would propose leaving 8* to the property to the north and 28’ to the applicant. <br />Mabusth reported that there may have been an issue with a need to maintain access to the <br />Nash property to the immediate east The applicant was asked to notify Nash. Nash <br />reported that access to his property is gained from lot 6. <br />Drainage concerns were raised by se\ eral neighboring property owners Mabusth located <br />the catch basin on the plan located in the southeast corner of the applicant's property. The <br />catch basin was installed as part of the Stubbs Bay sewer project The road was installed <br />higher than originally built resulting in lots being lower at the road with drainage collecting <br />at the edge of the road The drainage now runs along the road to a culvert that drains <br />under road to west Mabusth said the applicant's driveway is located within the Hill Street <br />right-of-way. The culvert in this area drains under Crestview. The tile taking the runoff <br />to culvert is being inundated with runoff It is the general feeling of the neighbors that the <br />runoff has been increasing. The Betz home had severe flooding problems in the lower <br />level, which were corrected with drain tiling, which has resulted in additional runoff. The <br />neighbors state that the accumulation of runoff is not necessarily only during rainy periods. <br />Mabusth said the neighbors need assurance of correction of drainage problems. Staff <br />recommends asking for a drainage easement within the right-of-way to be vacated
