I <br />j <br />1 <br />LAND USE JUNE, 1980 <br />6. <br />7. <br />8. <br />9. <br />COMMERCIAL AND INDUSTRIAL DEVELOPMENT VJILL NOT BE PERMITTED TO <br />ADVERSELY AFFECT NEIGHBORING RESIDENTIAL PROPERTY. <br />The location and scale of commercial and Industrial <br />development will be controlled so as not to encroach <br />upon the primary residential land uses in Orono. <br />Wherever possible, natural land forms or buffers <br />will be required between different land uses. <br />PUBLIC URBAN SERVICES MUST BE AVAILABLE FOR ALL FUTURE COMMERCIAL, <br />INDUSTRIAL AND URBAN-RESIDENTIAL DEVELOPMENT. <br />Commercial, industrial and urban-density residential <br />uses will be permitted only where municipal sanitary <br />sewer, adequate transportation, police and fire <br />protection services are available. In addition, <br />commercial, industrial and multi-family residential <br />development will be permitted only where a municipal <br />water system is available for adequate water supply <br />and fire protection. <br />URBAN DEVELOPMENT WILL UTILIZE THE CAPACITY OF EXISTING PUBLIC <br />FACILITIES. New land uses and development will be <br />allowed to infill existing vacant properties within <br />the urban service area consistent with environmental <br />limitations and with the existing capacities of water, <br />sewer, drainage transportation and recreational <br />facilities. New development will not be permitted <br />to overburden these services at the expense of the <br />existing users. New urban development will not be <br />permitted if it requires additional unplanned local <br />or regional facilities capacity. <br />THE EXISTING URBAN AREA WILL NOT BE EXPANDED. Orono's <br />Community Management Plan is not a staged growth plan. <br />The urban service area will not be expanded into the <br />rural area and urban services and facilities will not <br />be extended into the rural area for purposes of fostering <br />or allowing increased development in those areas. <br />THE DESIGN AND DENSITY OF URBAN DEVELOPMENT WILL BE CONTROLLED TO <br />ASSURE PROTECTION OF LIGHT, AIR AND SOLAR ACCESS FOR NEIGHBORING <br />PROPERTIES. Requirements for minimum lot size, <br />amounts of open space, minimum yard setbacks, and <br />maximum building heights will be designed to <br />assure protection of these values for all urban <br />residents. <br />CMP 4-18
