W <br /> Oro Cy Council <br /> WorkonSessionit Minutes <br /> Monday,August 28, 2023 <br /> Council Chambers <br /> 5:00 p.m. <br /> PRESENT: Mayor Dennis Walsh, Council Members Alisa Benson, Richard F. Crosby II, Matt <br /> Johnson, and Maria Veach. Staff members present were City Administrator Adam Edwards, <br /> Finance Director Ron Olson, Police Chief Correy Farniok, Public Works Superintendent DJ <br /> Goman, and City Clerk Anna Carlson. <br /> 1. Enterprise Budgets Update <br /> Finance Director Ron Olson presented the Enterprise Budget update to the City Council. <br /> He noted that the budget sheets presented are the first drafts of the enterprise budgets and <br /> briefly explained the purpose of each. <br /> Mayor Walsh noted that past councils have been diligent in creating responsible funding <br /> to prepare for where we are heading and it is important to continue that practice moving <br /> forward. <br /> Olson added that the rates are and have been designed so that we can avoid going out for <br /> bonding as little as possible. Olson highlighted each fund and noted important points for <br /> each. <br /> There was some discussion about the organics and recycling programs and the mandates <br /> that will be coming to the city in 2024 in regard to those programs. The Infiltration and <br /> Inflow process and billing was also discussed. Council asked if an article could be <br /> provided in the newsletter to discuss I&I. <br /> 2. UTVs on City Streets <br /> Police Chief Correy Farniok presented the UTV's and other Specialized Vehicles-Local <br /> Rules. Currently, UTV usage is not prohibited on local streets, however,there are access <br /> points which create the need for UTV's on streets and the city does not have ditches <br /> which also creates city street use. <br /> Walsh recommended Council revisiting this in a future work session.
