J <br />VI. Non-Related Issues <br />A. Interim Strategy fo»- the Reduction o*’ Ncnpoint Source Pollution <br />The City of Orono Community Management Plan was amended on October 25, <br />1993 via Resolution #3348 by adding language indicating NTJRP standards will be <br />applied to the design of new stormwater ponds, and indicating the City will apply <br />MPCA's "Best Management Practices for Protecting Water Quality in Urban <br />Areas" to tlw review of proposed development. <br />On October 11, 1993 Resolution #3335 was adopted, indicating that the City will <br />implement the use of NURP standards and Best Management Practices via <br />amendments of the Subdivision and Zoning Codes no later thin May 15, 1995. <br />This date coincided with the Minnehaha Creek Watershed District's 2-year <br />timeframe for local water management plan adoption (MCWD Plan, Section Vn, <br />P.19, Subsection C-3) per State statutes 103B.235 Subd. 1(a). <br />It was and is the City’s intent to incorporate NURP standards and BMP s via <br />City ordiiiance as part of the comprehensive local water management plan <br />implementation when that plan is adopted. <br />The City has not commenced preparation of a local water management plan due to <br />past budget constraints. Orono expended 580,000 in 1993-94 to acquire 2-foot <br />contour topographic mapping of the entire City in anticipation of the preparation <br />of a local WMP. The City Council has designated 550,000 tor work on the <br />stormwater management plan. It is likely that the plan will not be completed in <br />1996. <br />Because a comprehensive local water management plan cannot be completed within <br />a timeframe coincident with Orono's need for certain facets of tlm proposed MUSA <br />amendment, the City’s options for complying with the "Interim Strategy <br />requ ireme nts inc lude: <br />1 Request a further delay of Met Council imposition of the "Interim Strategy <br />requirement QE <br />2. Incorporate (by ordinance) the NURP standards and BMP's into Orono ’s <br />existing stormwater management controls which are contained in the <br />following code sections: <br />10.03 Subd. 19/20/21 (Filling & Grading) <br />10.52 Subd. 4 (Hwy 12 Corridor) <br />10.53 Subd. 8(A)(4d):8.10 (Hwy 12 PUD) <br />10.55 Subd. 11 (Floodway, Flood Fringe) <br />• i <br />II11
