If there is no legitimate hardship for an oversized accessory structure, and if the City <br />wants to have some aesthetic control over individual buildings over 3,000 s.f, then consider <br />expanding the individual building table via a conditional use permit. Make individual larger <br />buildings a conditional use, and require additional necessary controls as part of conditional use <br />permit approval. Expansion of the "total accessory structures" allowance could be accomplished by <br />changing that part of the table without making it a conditional use. <br />Staff Recommendation <br />Planning Commission should discuss its goals regarding oversize accessory structures and conclude <br />whether the current limits are appropriate; whether the individual structure limits or total structure <br />limits or both, should be revised to avoid the need for variance requests; or whether the table should <br />be expanded to allow larger stiucturcs (or more total square footage of structures) via a conditional <br />use permit or under stricter performance standards.
