Proposed Zoning Code Amendment - Section 10.20, Subd. 3 - Conditional Uses in Residential <br />Zones <br />January 1 1, 1996 <br />Page 3 of 6 <br />Section 10 20, Subd. 3 (F), "Recreation Areas", appears to be very similar in scope to "Clubs, <br />Camps, etc." in that both entries suggest recreational uses. It appears, however, that the entry <br />for "Recreation Aiea;’* is intended for primarily outdoor sporting or recreational uses, listing <br />"private gun clubs", "archery ranges", "ski slides" (was this supposed to be ski slopes?), with <br />just two specific performance standards to be met: <br />1. The area must be fenced. <br />2. No part of the principal use can be less than 150 feet from any lot line. (Note <br />that prior to July 14, 1986, this section also included riding stables, and the <br />standard was 100 feet rather than 150 feet. In 1986, riding stables became a <br />separate conditional use entry). <br />These recreation area uses, as well as the clubs and camps uses, all suggest activity that is not <br />directly related to a single family residential use, but which are public uses and which tend to <br />have possible negative impacts on adjacent lesidential property owners. It seems reasonable <br />then, to expect that such uses should meet a higher standard than a strictly single family <br />residential conditional use. <br />Questions for Discussion <br />1 Are any of the uses listed in the "Clubs, Camps, etc." ai‘J "Recreation Areas" sections <br />inappropriate to be located in a residential zone adjacent to residential development? <br />2. Are there certain elements of some of the uses which might be inappropriate while <br />some elements are acceptable? <br />3 Should any of the uses be eliminated from the list of allowed conditional uses, or <br />should some of the uses be subject to a higher performance standwd (for instance, a <br />greater setback required for an outdoor activity use than for a building housing such a <br />use)? <br />4. Arf mere certain uses similar to those listed, which should be listed? Are there listed <br />u'. -s that should be totally eliminated*’ <br />B. Section i0.20. Subd. 3 (E) - "Greenhouses” <br />Commercial eenhouses are listed as a conditional use in residential zones provided that "all <br />outside storage is fenced in such a manner so as to screen the stored matenal from view when <br />observed from the public street or adjoining lot". An additional requirement was added in <br />1989; "Commercial greenhouse iiructures sh'>'l not be located in a required yard area, and are <br />subject further to the general zoning code requirements pertaining to accessory structures .
