Traffic: Our preliminary review raises numerous concerns about potential traffic, <br />access, vehicle queue and internal circulation problems within the site. Hennepin <br />County traffic engineers should review the site plan to determine the traffic impacts on <br />eSAH 15 and 19, and the signalized intersection. Their review should include the <br />proposed access locations, work within the existing right-of-way, and whether or not <br />additional right-of-way is needed in this vicinity. After receiving comments from the <br />County, we recommend a meeting with the developer be scheduled to discuss these <br />subjects. <br />5. Easements: Utility easements will need to be provided for the existing water main, <br />telephone cable and any other existing utilities located in that portion of Navarre Lane <br />to be vacated. Drainage and utility easements should be provided 5 feet wide along the <br />lot lines and 10 feet wide along the two County road right-of-ways. Drainage <br />easements should be provided across all drainageways and ponding areas. <br />6. Parking Lot: The parking lot should be paved with concrete curb and gutter. The <br />driving lanes within the parking lot should have a 9-ton pavement section for trucks. <br />A geotechnical evaluation of the soils should be done in conjunction with the pavement <br />design. Based on the existing soil conditions, the pavement section will likely require <br />geotextile fabric. <br />7. Landscaping: There may be a need for a landscaped screen between the commercial <br />development and the adjacent residential properties to the north and east. <br />8.
