Zoning File #2122 <br />April 3, 1996 <br />Page 3 <br />After the June, 1993 meeting of the Council, staff sent letters out to the neighbors to the <br />immediate east adjacent to the unimproved Hill Street right-of-way advising them of the <br />proposed vacation request by the Skoog and Christensen families. The City has never been <br />contacted by either landowner. Staff has encouraged the applicants to file for the partial <br />vacation of Hill Street. <br />)) <br />4' <br />Applicants were asked to have their surveyor locate any utilities within unimproved right-of- <br />way. Review Exhfl)it H, note no utilities have been shown by the surveyor and yet the survey <br />has been signed noting only that the boundaries of the properties and all structures have been <br />located. Staff will contact Mark Gronberg and ask him to complete the search for utilities. <br />Staff will confirm at our meeting. <br />John Gcibardson has asked that the Skoogs dedicate a 10 foot drainage and utilities easement <br />through the vacated right-of-way for a future utility connection to Crestview Avenue to the <br />east. Staff will attempt to locate the easement within a reasonable distance from the Skoog <br />residence on Parcel A so as not to restrict future expansions of building envelope. <br />Staff Recommendation <br />To approve the vacation petition of Karen Skoog and Tamera Christensen for partial vacation <br />of 40' right-of-way of unimproved Hill Street, subject to the Skoogs deeding a 10' drainage and
