MINUTES OF THE ORONO PLANNING COMMISSION <br />MEETING HELD ON MARCH 18, 1996 <br />(#4 - #2107 Erwin Smith/John O'Sullivan - Continued) <br />Mabusth noted that the sfriit vote on the application at the last meeting related to concerns <br />over trafBc and safety issues. These issues have now been addressed, and Mabusth said <br />the Staff and Engineer are satisfied with the changes made. The exit lane of traffic from <br />car wash has been moved back 40' from eastern entrance. Signage will alert those pmons <br />exiting car v/ash of oncoming traffic. <br />Sheldon Johnson, Bonestroo's Transportation Group Leader reported on the concern of <br />exiting traffic and access by the west side doorway of the restaurant. He suggested <br />widening the sidewalk and installing a railing. A ramp was also discussed with those <br />represemed. <br />Mabusth said the concern over the tightness of the area between the canopy and parking <br />has been resolved with diagonal parking, which will provide an adequate amount of <br />separation space. The lanes will also have paimed centerlines. <br />Peterson noted that according to the minutes from the meeting, another issue was the <br />intensive use of the property. <br />Shawn Gustafson, Engineer, was in attendance to answer any questions. Gustafson noted <br />the issues relayed in the report by Johnson, and the results from the changes made. He <br />commented on the lane marking to eliminate confusion in leaving the site, and the change <br />to 4S degree paridi^ to resolve the issue of parking along Shoreline Drive. Gustafson said <br />the County has reported their satisfiiction with the entrances and their opinion that there <br />would be no impact on the signal intersection. Gustafson said the revised plans detail the <br />issues that had been brought up, and he is satisfied with the traffic circulation. <br />Peterson asked Gustafson to remark on the wetland issue. Gustafson said the property <br />lines have been staked. It appears that the distance from the wetlands is satisfactory but <br />would need wetland delineation along with grading plans to verify that the 26' separation <br />is met. Gustafk>ii said there may possibly be a need for a 4' retaining wall by the entrance <br />lu the car wash. <br />Mabusth said the County would not need any additional right-of-way. The City Engineer <br />has recommended taking an additional T, however, to allow room for a possible future <br />sidewalk if road is expanded. <br />Hawn reported having spoken with Sheldon Johnson over the specific issue of pylons. <br />She said they were in agreement over the need for a railing extending all the way to the <br />crosswalk. Hawn had suggested a stop sign but Johnson said that people would ignore <br />the sign adding that the crosswalk would be sufficient. Hawn said Johnson wanted the <br />pylons in a fixed position so there would be no reconfiguration of traffic patterns on site. <br />He had also suggested painting the lanes to which O’Sullivan has agreed to doing.I <br />i
