Gaffron <br />Assistant Building and Zoning Administrator <br />City of Orono <br />Post Office Box 66 <br />Crystal Bay, Minnesota 55323 <br />Re: Garden Lane Site Plat <br />File No. 139-2294 <br />Dear Mike. <br />We have reviewed the preliminary plat prepared for LGA Investment Group on the proposed Garden Lane Site, a seven- <br />lot subdivision of Lot 2, Block 1, Heathercroft and Lot 90. Tonkaview Gardens, located west of Wildhurst Trail in the <br />west half of Section 7. There are several issues that need to be addressed relative to engineering matters and included <br />with the plan. <br />1. Utilities: The proposed sanitary sewer design appears acceptable hrom an engineering standpoint. Final plans <br />should show service locations and elevations. The sanitary sewer along the west side of Wildhurst Trail will be <br />difficult to construct due to the steep bank along the roadway. The sewer may be easier to install down the center <br />of the roadway, and replace that section of pavement. <br />2. Streets: The proposed street location appears acceptable. Final plans should include horizontal and vertical curve <br />data to verify the streets meet the requir^ 30-MPH design speed and 275-foot centerline radius. Final plans should <br />also include a typical street section based on a geotechnical analysis of the site. The temporary cul-de-sac should <br />be constructed as part of this project. A portion of this cul-de-sac is on City property. The City should determine <br />if this is appropriate. We usually discourage islands in cul-de-sacs. A minimum of a 45-foot radius to the face of <br />curb and 110 feet of right-of-way should be provided if islands are used. <br />3. Grading: Additional erosion control measures should be included between Lots 3 and 4, Block 2 for the sanitary <br />sewer construction. All erosion control measures must be in place prior to any site grading. <br />4. Drainage: The outlet structure in the storm water basin should be sized to provide rate control so that post <br />development flows do not exceed pre-development flows. Storm sewer and ponding calculations should be <br />provided with the final plans. Final plans should be submitted to the Minnesota DNR and Minnehaha Creek <br />Watershed District for their review and approval. <br />5. Easements: Easements should be provided for any existing utilities within the area to be vacated. <br />6.
