MINUTES OF THE REGULAR ORONO PARK COMNDSSION _ <br />meeting held on JULY 7, 1997 ^ <br />Commisnon dctennined to ddetc #2. #1 would remain with the reference to the City of <br />Plymouth deleted. « was revised to say, "Provide a guidebook for property owners, <br />reco^en^tions on basics of tree preservation and reforestation and maiiitimatirA <br />This IS considered an important........that is targeted at commerdal and residential <br />devxl^ers. (#3now become U2 smcc the original #2 was deleted.) The last sentence <br />m #4 (now #3) will say* Specifics regarding tree preservation and reforestation wfll be <br />provided by outside consultants with Staff <br />Regarding #4, Van Zomeren questioned whether the number of tree would create a <br />problem for providing a building pad. McDermott said Council can make individual <br />excqjtions. <br />Van Zomeren sdd she is not dear on density of zoning districts. She ched the example <br />^ 100% of the property docs not have to be protected and the intent could result in no <br />devdopment. Wilson said the property would have to meet certain parameters. Beal <br />suggested leaving the parameters to be set by consultant. <br />Re^dmg poUcy for commerdal properties. Van Zomeren dted what she looks for in <br />appDcauons. She acknowledged the need to preserve trees but fek li’.ere was more need <br />for landscape devdopment. She said the Commission needs to recognize that there are <br />other needs than tree preservation alone. She suggested a separate commercial site <br />development policy should be considered. <br />White noted that Navarre is not rural and does not reflect Orono’s philosophy of a niral <br />community. Wilson agreed that the statement in #4 is an ambiguous statement. <br />Se oSber^ddin^ ^ required to follow tree preservation policy along with <br />McDermott questioned what #4 would do for properties such as the Dickey Property. <br />Wilson said it needs reforestation. <br />Vm Zoi^en questioned what should be required for subdrviaon of what is now com <br />fields. Wilson said the requirements should include buffering. Wilson suggested buffering <br />adds grace and softens property. <br />Ilse q^oned what the Commission wants Highway 12, which is the heart of Orono, to <br />look like. Van Zomeren said she is concerned with the Highway 12 parcel that is available <br />or development. Wilson said tree bufifering diould occur. McDermott said it would <br />req^c a specific ordinance for that to occur. Use and Beal agreed that a separate <br />ordinance should be required.
