Gaffron <br />Assistant Building and Zoning Administrator <br />City of Orono <br />Post Office Box 66 <br />Crystal Bay, Minnesota 55323 <br />Re: V.Tiitehead Subdivision <br />File No. 139-1619 <br />Dear Mike, <br />We have reviewed the preliminary plat and sketch plan for the proposed Whitehead subdivision. The property <br />is generally located south of the Luce Line, north of Lyman Avenue and east of Smith Avenue in the southwest <br />quarter of Section 35, and the northwest quarter of Section 2. There are seveial significant issues that need <br />to be addressed relative to engineering matters and included with the plan. <br />1. Streets: Ljonan Avenue presently exists as a 12-foot to 15-foot wide paved access from Smith Avenue <br />to approximately 900 feet east. From approximately 900 feet to 1800 feet east of Sinith Avenue, Lyman <br />Avenue exists as a 12-foot wide gravel access. There is no existing turnaround or cul-de-sac on Lyman <br />Avenue. Five homes are presently served by the gravel portion and an additional three homes are served <br />by the paved portion of the road, i he present access is not acceptable from an engineering standpoint <br />ano would limit the ability to provide access for fire and emergency vehicles. <br />11 the proposed development is to proceed, we would recommend that the developer be responsible for <br />the upgrade of Lymiin Avenue to private street standards, from Smith Avenue to the driveway location <br />of Lot 3. A cul-de-sac should be constructed at this location, requiring that the existing 8-inch culvert <br />be replaced. Widening of Lyman Drive should be to the north of the existing alignment due to trees and <br />existing topography. The access point for Ouilot B onto Lyman Avenue has poor site distance and should <br />be reviewed. <br />The City code specifies a maximum length of 1000 feet and ten units on a cul-de-sac. All streets require <br />a 30-MPH design speed and a 275-foot centerline radius. No more than two units may be served from <br />a private driveway. Private streets serving three to seven units must be paved 24 feet wide, more than <br />seven units require 28 feet. All streets require 50 feet ot rghi-of-way. Due to the existing house <br />locations and topography on the site it would be impossible to meet all of the code requirements. A <br />shorter centerline radius could be mitigated by placing curve ahead warning signs at both ends of the <br />curve. A 20-foot paved surface may be an acceptable access if a variance is granted by the City. Public <br />safety issue will need to be addressed. The fire department should review the plans and provide <br />comments. <br />2.Grading: Constructing the proposed mound systems, houses, and driveways will require nearly complete <br />clearing and grading of the property. Due to the length of the driveway on Ouilot B it should be <br />constructed to a 20-foot width to provide access for fire trucks. The grading for this driveway will likely <br />require an 8-foot tall retaining wall. The wall should be designed by a registered engineer.
