MINUTES OF THE ORONO PLANNING COMMISSION MEETING <br />HELD FEBRUARY 19, 1991 <br />ATTENDANCE 7:00 P.M. w jThe O’-ono Planning Commission met on the above date with the <br />following members present: Planning commission Chair Charlie <br />Kellev and Planning Commission Members Maureen Bellows, Ed Cohen, <br />Jim Hanson, Candace Rowlette and Sara Moos. ^5** <br />absent. The following represented the City Staff: Building and <br />Zoning Administrator Mabusth, Assistant Planning and Zoning <br />Administrator Gaffron, and City Recorder Scheffler. WHITEHEAD <br />1220 LYMAN AVENUE <br />PUBLIC HEARING - PRELIMINARY SUBDIVISION <br />Marc Whitehead irid his sucvsyor. waiter Gregory, were <br />present. <br />?:C0 O..U. , and askedKelley opened the Public Ilcjaring <br />Gaffron to make his opening comments. <br />Gaffron displayed a sketch oc tie I.oitehead property and the <br />existing roads and drivei/ays- Ho stated that Lyman Ayenue <br />currently serves five hour.os w-uJ could potentially serve eight. <br />Sr said? -The Whitehe. s -re proposing to have a total of four <br />lots on this propertyr two of which would bs served from a <br />private driveway outlot. It is still the Whiteheads' intention <br />to have Lot 4 served by an access directly off of Lyman Avenue. <br />The existing house is served by a driveway that crosses an <br />easement and intersects Lyman Avenue." <br />Kelley asked Gaffron to show where Cutlot A is located and <br />asked how wide it will be. <br />Gaffron depicted Outlet A on the plat drawing and stated <br />that it is 25' off of the existing center line." <br />Walter Gregory confirmed Gaffron's statement. <br />Gaffron stated that the major issues involved with this <br />subdivision are potential upgrading of Lyman <br />interior lots, septic, and lot standards. Gaffron began <br />reviewing these issues by sununarizing the information presented <br />irhTs February 14, 1991 memo. He aisplayed sketches showin. <br />various options for locating a cul-de-sac if it not <br />constructed where a partial dedication has occurred. Gaffron <br />stated that one option within the ate a <br />conflict with a septic site. Another option would be to locate a <br />cul-de-sac within the Whiteheads' driveway easement. He saia, <br />"The Whiteheads do not have the right to the existing <br />configuration of roads v/ith that easement. If this . <br />option is considered, it would be necessary to obtain neighboring <br />property." <br />- 1 -
