Zoning File #1619 <br />February 14, 1991 <br />Page 10 <br />4.The applicant should be required to provide a cul-de-sac or <br />looped turnaround within the subdivision to provide for road <br />maintenance and public safety vehicles. As em alternative, <br />applicant should be required to provide a temporary or <br />permanent cul-de-sac somewhere off the property for the same <br />purposes. <br />5.The Planning Commission should determine whether continued <br />use of the existing driveway for Lot 3 is acceptable, given <br />that such approval would be a variance unless Lyman Avenue <br />is upgraded to City standards at the point where applicants' <br />driveway enters the existing easement portions of Lyman <br />Avenue. <br />6.Applicants should be required to define a location for <br />driveway access to Lot 4. If that access is directly to <br />Outlot B, then staff would recommend that Outlot B be <br />upgraded to a 50' width with 100' diameter cul-de-sac, per <br />the direction in Subdivision Code Section 11.33, Subdivision <br />4. <br />7.If any of the above recommendation or requirements result in <br />the need to reconfigure the proposed plat drawings, then the <br />application should be tabled. If not, then the Planning <br />Commission should determine whether hardship exists to <br />grant a variance to allow the 30' setback requested from the <br />east lot line of Lot 1. <br />9.Applicants should be requested to provide the following <br />information: <br />a) Pond drainage swale design for Lot 2, to protect <br />the proposed house location. <br />b) Driveway design for Outlot B, indicating elevations <br />and sections, indicating extent of development to be <br />located outside of that outlot. <br />The following would be recommended standard plat approval <br />conditions: <br />a. Conservation and Flowage Easements for the major wetlands <br />at the west and northeast ends of the plat shall be <br />required. <br />b. The standard drainage and utility easements shall be <br />required within all lots of the plat. <br />c. The plat will be subject to park dedication or park fees <br />to be determined as required in Section 11.62.
