ORONO CITY COUNCIL MEETING <br />MINUTES FOR OCTOBER 28, 1996 <br />-7 e <br />ROLL S> <br />The Council met on the above mentioned date with the following members present: Mayor <br />Edward J. Callahan, Jr., Council Members J. Diann Goetten, Gabriel Jabbour, Charles Kelley, <br />and JoEllen Hurr. Representing Staff were City Administrator Ron Moorse, Building and <br />Zoning Administrator Jeanne Mabusth, Assistant Planning and Zoning Administrator Michael <br />Gaffron, Public Works Director John Gcrhardson, City Engineer Glenn Cook, and City Clerk <br />Dorothy Hallin. Mayor Callahan Called the meeting to order at 7:00 p.m. <br />(#1.) Mayor Callahan presented a plaque to Steve Peterson former Planning Commission Chair <br />recognizing his dedication to the Planning Commission from March 1992 to August <br />1996. <br />Council Member Hurr left Council Chambers. <br />(#3.) CONSENT AGENDA <br />Items #9, 10, 12. and 14 were added to the Consent Agenda. <br />Jabbour moved, Goetten seconded to approve the Consent Agenda as amended. Vote: <br />Ayes 4, Nays 0. <br />Council Member Hurr returned to the Council Chambers. <br />(#2.) PRELIMINARY LAYOUT COUNTY ROAD 6 RECONSTRUCTION - <br />RESOLUTION ff37S3 <br />Mayor Callahan stated representatives of Hennepin County were in attendance to review <br />the preliminary layout for the reconstruction of County Road 6. Bruce Polaczyk <br />introduced himself and Steve Theis stating the information presented at tonight’s meeting <br />is based on information received from comments of residents at a previous meeting. The <br />Council is to consider approving the changes by giving preliminary approval tonight and <br />construction would be mid-summer ’97. Steve Theis identified the changes as reflected <br />in what is now identified as preliminary layout 03: development of cul-de-sacs, and at <br />the McCulley intersection. Our choice of the roadway was to make it less of impact on <br />property. <br />Callahan asked about the possibility of a bike trail. Theis stated this design fits the <br />County plan for a bike path, calling this design bicycle friendly because of the 8 foot <br />paved shoulders. This design is as narrow as possible. He stated he would need <br />direction from the Council regarding including a separated bike path in the preliminary <br />design. <br />Callahan asked how much additional right-of-way is required for a separate bike path. <br />Theis stated it would require an additional 12 feet or so depending upon the design.
