Zoning File #2135 <br />May 7, 1996 <br />Page 2 <br />F.Section 10.22, Subd. 2/10.55, Subd. 8/10.52, Subd. 16 (L) - No hardcover <br />allowed in 0-75' zone; proposal is to increase 0-75’ hardcover from 6.79% to <br />7.27%; area of structural hardcover increases. <br />G.Section 10.56, Subd. 16 (C) - No structures allowed in bluff impact zone (bluff <br />and 20' from top of bluff); proposal includes additional structure within bluff. <br />H.Section 10.56, Subd. 16 (J) (5) (h) - No fill or e.xcavated material may be placed <br />in bluff impact zone. <br />Summary of Issues <br />This 0.65 acre lot currently contains a one-story, 820 s.f. residence and 240 s.f. detached <br />garage. The entire house is less than the required 100' setback from Lx)ng Lake, the clo.sest <br />point being 49' from the lake. <br />The applicant proposes to purchase the property and construct major additions, including: <br />increase the footprint of the house by 4(X) s.f. <br />add a second story above the entire house, including a third bedroom. <br />remove the existing detached garage and add an attached 475 s.f. garage. <br />The propeity is extremely substandard in a number of respects; and the proposal requires many <br />variances: <br />Average depth of the lot from the street to the lake is 110', making it impossible <br />to meet the required 100' lake setback and 50’ street setback. This lot has no <br />buildable envelope. <br />The existing house does not meet the required lakeshore or street setbacks, but <br />does meet the required side setback. The proposed house will be even nearer to <br />the road. <br />The existing detached garage is a few inches into the Long Lake Boulevard <br />right-of-way, and less than 20' from the pavement. The proposed attached <br />garage will be only 1' from the street lot line. <br />The existing septic system is non-conforming, and the property contains only one <br />possible drainfield site that can support a system for a three-bedroom home (this <br />is an area that is proposed for municipal sewer v/ithin the next year or two).
