Zoning File #2171 <br />September 10, 1996 <br />Page 3 <br />It is their plan to remove the gas vaporizer and restore the site during the spring of 1998, <br />noting that if the vaporizer is still required after the 1997/98 heating season, they will work <br />with the City and surrounding communities to find a new location for the vaporizer unit. Refer <br />to Exhibit J, applicant has submitted additional information on the merging of NorAm with <br />Houston Industries to be completed at the end of the first quarter of 1997. <br />Usage levels of the vaporizer are reviewed as follows: <br />’92-93 season 3 times <br />'93/94 season 4 times <br />'94/95 season 3 times with 3 standbys <br />'95/96 season 19 times <br />During the last rev iew, the Police Chief and a representative of Fire Department advised staff <br />of their concern with their lack of knowledge of the operation and potential danger should a <br />mishap occur. The Fire Department lacking any knowledge of the operation would not be able <br />to provide adequate coverage should a mishap occur. The Police Chief has been present at one <br />of the early morning hour fillings and advised iff that it was conducted under adequate <br />supervision and noted no problem with the 'v .. ..-i !n the past year as with the previous <br />five years, we can report no mishaps or traffic problems. Although applicant seeks to extend <br />the temporary use of the vaporizer until the winter of 1997/98, Council may only wish to grant <br />a one year conditional use permit during the phase out period of this operation. <br />Options of Action <br />Planning Commission may adopt the findings and conditions of the previous resolution, refer <br />to Exhibit H. Members may also wish to make a recommendation as to the duration of the <br />permit whether it should be granted for one year or until the spring of 1998. If the pennit is <br />extended to the spring of 1998, applicant must be placed on notice that the City will approve <br />no further extensions.
