The <br />applicant has filed an after-the-fact variance application for an upper le\el deck at the lakeside <br />of the residence. Construction was commenced and halted by the City in the fall of 1993. <br />The application involves an average lakeshore setback, structural coverage and hardcover <br />variances within the 75-250' setback area if deck is to be completed. <br />Applicant explained that the 3 ’ wide walkway deck at the upper level adjacent to applicant's <br />kitchen/dining/living room area is too small to allow for an outdoor dining area. 11.5 s.f. of <br />the upper level deck extends over grassed area creating new hardcover where excess hardcover <br />already exists in the 75-250 ’ setback area. The upper level deck at 65.5 s.f also adds to total <br />structural coverage where 20.3% exists. Planning Commission members asked for reductions <br />in lower level deek area to -ffset increases of structural coverage from the upper level deck <br />improvement. Applicant noted location of existing support columns, refer to Exhibit M, and <br />his desire to eliminate need to alter support structure. Planning Commission members asked <br />that the lower level deck be reduced by 50 s.f <br />Applicant has provided his amended proposal. Exhibit M, calling for the removal of some 50.6 <br />s.f of lower level deck. Removals will have no impact on the existing support structure. Staff <br />has completed a second inspection of the deck and noted that plastic underliner exists beneath <br />the lower level deck. If we are to achieve hardcover reductions, plastic underliner must also <br />be removed. Applicant's amended plan calls for the following variances; <br />1.Section 10.03, Subd. 14 (C) - Structural coverage. <br />Total lot area = 10,449.4 s.f <br />Allowed = 1,567.4 s.f or 15% <br />Existing = 2,123 s.f. or 20.3% <br />Proposed = 2,137.9 s.f or 20.4% (original 2,188.5 s.f or 20.9%) <br />Structural coverage increase = 14.9 s.f, or 0.1% (original 65.5 s.f. or 0.6^)
