This was to be funded from three sources: <br />1. Orono Park Fund. <br />2. DNR Grant. <br />3. Hennepin Parks. <br />Plans for trail construction in 1996 have been placed on hold due to the reluctance of Hennepin <br />Parks to enter into a cooperative agreement regarding the trail. Doug Bryant, the Hennepin <br />Parks Superintendent, has indieated this reluctance relates to concerns regarding the potential <br />impaet of a Highway 12 upgrade project on Baker Park. These coneems resulted from <br />information provided by Ma DO! to Hennepin Parks to advise them regarding various Highway <br />12 corridor alignment options and including a preliminary design of an interchange at County <br />Road 6 and Highway 12. <br />The potential for a northern (County Road 6) alignment for a Highway 12 upgrade and a major <br />interchange at Highway 12 and Count>’ Road 6 (Mn/DOT's initial design of which included a <br />m.ajor impaet on Baker Park) caused Doug Bryant and the Hennepin Parks Board to question <br />whether the trail project should move ahead prior to some assurances regarding efforts to limit <br />impacts on Baker Park. Since that time, the County Road 6 alignment option has been <br />eliminated and the Highway 12 and County Road 6 interchange has been redesigned to <br />eliminate or nearly eliminate any impacts on Baker Park. <br />A meeting has been scheduled for Tuesday, May 28. to provide an opportunity for <br />representatives of Mn/DOT and Hennepin County DOT and myself to meet with Doug Bryant <br />and his staff to review current plans and designs related to Highway 12 and hopefully address <br />the concerns of Hennepin Parks. A report concerning this meeting will be provided at the <br />Council meeting. <br />I recently talked to the DNR trails grant coordinator regarding the $50,000 trail grant the City <br />has been awarded to clarify what the conditions are for the actual payment of the grant to the <br />City. The project as defined in the City's grant application included the full trail eonnection <br />to Baker Park. My question was whether the City could receive the $50,000 grant without <br />completing the full connection to Baker Park; i.e., bringing the trail to Highway 12 or to the
