Request for Council Action continued <br />page 2 of 5 <br />Marina Licensing <br />B. <br />6.Parking and on-land storage of boats, trailers, materials and equipment shall be <br />limited to those locations shown on an approved site operation plan, which plan shall <br />be submitted or updated as part of the annual license application. Such site operation <br />plan shall also indicate seasonally variable uses. <br />7. Lights shall be shielded from the road, the lake, and adjacent properties. <br />A. Windward Marina <br />Windward Marina has 40 rental slips on Tanager Lake and 78 on Browns Bay for a total of <br />118. The marina sells and ser\ ices boats and equipment in the facility on the Tanager Lake <br />side of Shoreline Drive. A gazebo/toilet building is provided on the Browns Bay side. <br />The site includes 26 parking stalls on the Browns Bay side, and 47 stalls on the Tanager Lake <br />side, a portion of which are located on the adjacent residential property in w hich Mr. and <br />Mrs. Rivers reside. The attached site plan was approved by the City via Resolution #2674 <br />on August 14, 1989. All aspects of the site plan as approved have been completed. <br />Staff confirmed on May 22, 1996 that the bead type styrofoam floats have been replaced, <br />hence Windward's 1995 license was issued on 5/23/96. <br />The applicant has generally adhered to the seven minimum operation standards. Aspects of <br />the operation which require ongoing attention in order to remain in compliance with the <br />operation standards, include storage of marina equipment on the residential overflow parking <br />area, maintaining parking spaces within the paved lot next to the building as opposed to <br />filling it with boats for sale, and managing parking to minimize customer necessity of <br />crossing County Road 15. <br />StalT recommends approval of 1996 license for Windward Marina. <br />Minnetonka Boat Works - Orono Site <br />Minnetonka Boat Works rents 66 slips on Tanager Lake and 48 slips on Browns Bay. <br />Facilities include 68 parking stalls on the Browns Bay side of County Road 15, vvitli minimal <br />amenities, including two portable toilets. The existing building on the site is used mainly <br />for storage, and is beginning to show its age and lack of upkeep. The City has had inquiries <br />from the property owner regarding construction of a new building on the site, but there is no <br />indication that formal plans are in progress.
