DRAFT <br />COMMENTS REGARDING THE HIGHW AY 12 DECISION <br />interchanges and the Watertown Road extension are eliminated from the design. Information <br />provided to date indicates that the environmental impacts are not of a nature to require an EIS <br />for these options. However, should an alternative be pursued on the South Corridor (Luce <br />Line), the City of Orono would request that an EIS be prepared due to the extent of construction <br />on a new alignment and to the potential for very significant social, economic and environmental <br />impacts. We believe that use of an EA could expedite the environmental review process. <br />However, as you know, preparation of an EA does not guarantee that an EIS will not be <br />required. If it is likely that the issues will be significant, as we believe they would be along the <br />South Corridor, preparing an EA would not result in an expedited environmental review process. <br />We urge Mn/DOT to select the environmental review track which will adequately address social, <br />economic and environmental issues while providing for the earliest possible decision on a course <br />of action for the Til 12 corridor.
