Highway 12 Sewer Capacity Issues <br />April 29, 1996 <br />page 3 <br />The system is currently being metered to determine the available capacity (if any) in the <br />system at this time, and to determine the level of sewer flows being generated by Orono <br />and Long l-ake respectively. <br />3.Expansion of the Trunk Sewer System <br />When Orono amended its comprehensive plan to allow development at densities greater <br />than 2 acre residential in the north Highway 12 area, it was anticipated that a substantial <br />increase in sewer capacity would be required to serve the projected development. <br />Funding for this expansion was included in the 1989 Water and Sewer Bond issue in the <br />amount of $600,000. Because the north Highway 12 area has not experienced substantial <br />development to this point, the sewer expansion project has been deferred. <br />We may nov. be at the point where it is necessary to move ahead with the sewer <br />expansion project even though we still do not anticipate substantial development in the <br />north Highway 12 area. This is due to the sewer projects planned for the north Long <br />Lake area (50 units) and the ice arena project (15 units). If the metering of the sewer <br />trunk system indicates significant available capacity, it may still be possible to defer the <br />sewer expansion project until it is needed for a more substantial development project. <br />Additional Issues Related to Sewer Expansion <br />Two additional issues related to sewer expansion are the level of capacity to which the system <br />should be expanded and the method to be used to accomplish the expansion. <br />1.Future Capacity Needs <br />It is important to ensure the expansion provides sufficient capacity to meet all anticipated needs. <br />This includes capacity needs related to all projected development along north Highway 12--from <br />the Orono Schools property to Brown Road North, and the potential redevelopment of at least <br />a portion of the light industrial area in the southeast quadrant of Old Crystal Bay Road and <br />Highway 12. It may also be prudent to consider whether there is potential for sewered <br />development in the southwest quadrant of Old Crystal Bay Road and Highway 12. The sizing <br />of the trunk expansion should also take into account the city of Long Lake’s anticipated capacity <br />needs, so that if Long Lake has additional capacity needs they can be addressed through a Joint <br />project. <br />2.Method of Expansion <br />A planned method of expansion is to expand the sewer trunk system through Long Lake to the <br />Metro lift station in Long Lake. This involves the expansion of a number of different sections <br />of the trunk system. Please see the attached map showing the various sections of the trunk <br />system. This can be done either as one large project or on a staged basis. The single project <br />method is the least costly and would be necessary in order for a substantial development to move <br />ahead in the -lorth Highway 12 area. However, in the absence of a large development project, <br />it may be cc.-i effective to address specific bottleneck areas.
