March 1. 19%, additional <br />time is necessary to resolve our concerns regarding the potential impact of the proposed plan <br />amendment on "the metropolitan wastewater system. The staffs of the Environmental Service ^d <br />Office of Lx)cal Assistance have reviewed the potential impact of the proposed connection of 190 <br />existing houses and the proposed ice arena on metropolitan interceptors. As Carl Schenk <br />indicated to you. we also discussed the concerns of the City of 1-ong Lake as indicated m their <br />letter of February 21. 19% with Joseph Lynch, city administrator. <br />Flow from a portion of the proposed sewer connections wiU be diverted to a Long Lake trunk <br />sewer that currently serves a portion of Orono and a small portion of Medina under an existing <br />intercommunity agreement. The Council requires assurance that capacity is available in the Long <br />Lake trunk sewer to handle the increased flow from these connections prior to taking any action <br />on the proposed amendment. If this service is not available, the proposed plan amendment may <br />affect the metropolitan s\-stcm. <br />Staff recommends that the City of Long Lake provide a letter to the City of Orono and the <br />Council indicating that the additional capacity is available to handle the increased flow from <br />Orono, and the city is willing to amend the current intercommunity agreement to serve the <br />increased flow. The letter should also indicate that the revised agreement will not affect the <br />current level of service provided lo the City of Medina. (A copy of the amended intercommunity <br />agreement with those cities must be filed with the Council prior to any coimections.) <br />With regard to the city’s request for the allocation of an additional 50 -floating- sewer connections <br />for undesignated, existing residences, there are several conditions that should be met to protect <br />the metropolitan SNStem. Connections are to be limited to 50 connections and to existmg <br />residences only. Prior to connecting any system or systems directly to a Metropolitan Council <br />interceptor, the city should obtain administrative approval from the Council ’s Environmental <br />Services Division to ensure the connection will be in accordance with the Council s standar^ tor <br />service and capacity. The city should also provide the Council with an annual report by February <br />1st that indicates the number of connections made that year, the number of remaining <br />connections and a map indicating the connected residences. Staff recommends that the City o <br />Orono provide the Council with a letter agreeing to these conditions. <br />To provide the City of Orono with the time necessary to reach an agreement with the City of <br />230 East Fifth Street St Paul.
