MN 55101 <br />Dear Mr. Schenk; <br />This letter is in response to your letter of March 8, 1996 regarding the City's Comprehensive Plan <br />Amendment application. This letter addresses two issues: <br />1.The process for administering the 50 "floating" sewer connections. <br />2.The City ’s intent regarding a housing action plan. <br />The City agrees to the conditions to be met regarding the additional 50 "floating" sewer <br />connections for undesignated existing residences. The connections are to be limited to 50 <br />connections and to existing residences only. Prior to connecting any system or systems directly <br />to a Metropolitan Council interceptor, the City will obtain administrative approval from the <br />Council’s Environmental Services Division to ensure the coimection will be in accordance with <br />the Council’s standards for service and capacity. The City will also provide the Metropolitan <br />Council with an annual report by February 1 that indicates the number of connections made that <br />year, the number of remaining connections and a map indicating the connected residences. <br />The City intends to submit a life cycle and affordable housing action plan by June 30, 1996. The <br />action plan will include action steps the City intends to take to provide for life cycle and <br />affordable housing in Orono. Some of the items the action plan will include are as follows: <br />1.The City will explore opportunities for cooperative efforts with area communities <br />to addres.s housing needs on a cluster basis. <br />2.The City will explore programs available through the MHFA and other agencies <br />to provide financial assistance for life cycle and affordable housing efforts.
