Need or Reasonableness: The State amended the MPCA Regulations, Chapter 7080 <br />in that any inspection performed by a licensed inspector must be a compliance inspection . <br />Therefore, the inspection program should then hav e all inspections performed by the City should <br />be compliance inspections to be consistent with the State amended MPCA Regulations, Chapter <br />7080. The non-compliant systems outside the Shoreland District could be allowed 5 years to <br />make on-site system repairs. By making these changes, the City Code will be consistent with the <br />MPCA Regulations, prevent mixed messages on system inspections, and give the homeowners <br />more time to make the necessary repairs <br />Section 23. Chapter 12 of the Municipal Code of Orono is hereby amended by amending Section <br />12.30 Subd. 8 B.5 as follows <br />5.Systems required to obtain and maintain a MPCA State Disposal System permit <br />shall meet the requirements of MPCA Rtdes-Regulations Chapter 7080.0300: If the State Permit <br />lapses, orders shall be issued to cease use of the system within ten (10) days, such use to be <br />discontinued until reinstatement of the State Permit. <br />Need or Reasonableness:The State amended the MPCA Regulations, Chapter 7080 <br />and the City Code amendment will make fewer revisions necessary in the future.
