sewage treatment system has been confirmed as being of adequate capaciu ’ for the anticipated use <br />If expansion or replacement of the on-site system is required, an on-site system design trust be <br />approved bv the City prior to the approval of a conditional use penrit or zoning variance If the <br />change in use intensifies th ^rength or quantity of flow for the on-site system, an alternate site or <br />future expansion area (if available) must be designated and protected. <br />Need or Reasonableness The revisions clarify when on-site systems must be <br />inspected and alternate sites designated for conditional use permits and zoning variance <br />applications Until now we have reviewed the septic systems on a case by case basis since no <br />guidelines were established in the City code <br />Section 10. Chapter 12 of the Municipal Code of Orono is hereby amended by adding Section 12 30 <br />Subd. 4 H as follows: <br />H Subdivision Applications No subdivision, lot division or replatting for the <br />purpose of creatine a new building site, which property includes the use of on-site systems, shall be <br />approved by the City until a site evaluation report and system design when required has been <br />reviewed and approved, and all existing systems have been inspected and certified bv the City as <br />being in compliance with this Section
