B. Project Cost <br />The proposed three-component TSM altemadve minimizes costs over previous build alternatives <br />by limiting the right-of-way requirements in the study area. CR 6 and TH 12 would remain on <br />existing right-of-way and require only minor intersection modifications. The most significant <br />improvements under this proposal are summarized below: <br />TABLE 2. REQUIRED ROADWAY IMPROVEMENTS FOR PROPOSED TSM ALTERNATIVE <br />Roadway Section Proposed Improvement <br />County Road 6 • System management/intersection improvements throughout <br />• At-grade intersection with Trunk Highway 12 <br />Trunk Highway 12 • System management/intersection improvements throughout <br />• Ramp connection at Femdale Road (further examination) <br />Watertown Road • Add shoulders and geometric improvements from CR 6 to <br />Glendale Drive. <br />• New connector road from approximately Glendale Drive to Orono <br />Orchard Road <br />• Direct connection from Orono Orchard Road to TH 12 via a tunnel <br />and new alignment <br />• New half-interchange at TH 12 <br />No cost data has been developed for this proposal; however, based on the minimal right-of-way <br />requirements and reduced scope, the expected cost of the proposed TSM alignment will be <br />significantly less than the estimated $80-100 million cost of the Mn/DOT TSM alternative, or the <br />proposed $100-400 million alternatives on new alignment <br />C. Community Issues <br />Measunng the community impacts for each alternative involves, among other tasks, quantifying <br />the required residential and commercial taking, and the degree to which neighborhood and <br />commercial areas have access affected. <br />1.
