Mabusth <br />Title Building & Zoning Administrator <br />Administrator Reviewed:Agenda Section: <br />Zoning <br />Item Description: #2121 Elaine Slechta, 3700 Northern Avenue - Vacation/Division for Tax <br />Purposes - Resolution <br />Zoning District: LR-IC <br />Total area = 4+ acres (1/3+ acre designated wetland) <br />Brief Review of Application <br />For more detail on the review of this application, please refer to the staff memo enclosed dated <br />March 11, 1996 and the minutes of the Planning Commission meeting of March 18th. <br />The comprehensive application involves a petition to vacate Northern Avenue originally vacated <br />by the Orono Town Board in 1912. The application also involves the division of three parcels <br />legally combined for tax purposes. Each of the parcels exceeds the required lot area and lot width <br />standards at a half acre and 100'. Refer to E.xhibits N and O. Tract B's building envelope is <br />divided in half by a designated wetland. Staff has approximated the area of the building envelope <br />south of the designated wetland at 22,071 s.f. As required r / ,*ode, the building envelope will <br />still meet the minimum half acre in area (21,780 s.f.). <br />N* *mally a simple division for tax purposes can be completed as a Class I subdivision. As the <br />.i-'-rent application involves a vacation, dedication of road, dedication of drainage and utility <br />easements and drainage easement over a designated wetland, the subdivision must be completed <br />as a plat. <br />No park fees are required as we are dealing with previously platted lots that meet current lot <br />standards combined for tax purposes. The City Engineer has specifically asked that basement <br />elevations for the new construction not be below the 951 elevation in order to allow for adequate <br />clearance below footing and grade ol the sewer service pipe. <br />Vacation of Northern Avenue <br />The Orono Town Board vacated Northern Avenue on August 21, 1912.
