If a tower is required, ensure the tower and antennas are placed in suitable locations. <br />E.Ensure that zoning ordinances and other municipal police powder regulations are <br />defensible in light of Federal and State laws with special attention paid to the new <br />Federal requirements. <br />Article II: Policy Regarding Use of City-Owned Land for Wireless Telecommunication <br />Antennas and Towers. <br />1.Introduction. <br />In the event Orono is required to provide for telecommunication antennas in the City, the first <br />priority is to locate the antennas on an e.xisting tower on City-owned property. Because this may <br />result in requests from wireless telecommunication providers to place wireless telecommunication <br />antennas on City-ovmed property, the Orono City Council has determined that a uniform policy for <br />reviewing these requests is desirable. <br />2. Priorit}' of Users <br />Priority for the use of City-owned property for wireless telecommunication antennas will be given <br />to the following entities in descending order: <br />A. City of Orono; <br />B.Public safety agencies, including law enforcement, fire, and ambulance seVvices, <br />which are not part of the City of Orono and private entities with a public safety <br />agreement with the City of Orono; <br />C. <br />D. <br />Other governmental agencies, for uses which are not related to public safety; and <br />Entities providing licensed commercial wireless telecommumcation services <br />including cellular, personal communication services (PCS), specialized mobilized <br />radio (SMR), enhanced specialized mobilized radio (ESMR), paging, and similar <br />services that are marketed to the general public. <br />3. Minimum Requirements <br />The placement of wi»-eless telecommunication antennas on City-owned property must comply with <br />the following requirements. <br />A.The antennas will not interfere with the purpose for which the City-owned property <br />is intended;
