The development includes a 90 foot mini-tunnel car wash.Drive (CSAH 15) in Navarre. The development includes a 90 foot mini-tunnel car wash, <br />a family restaurant with sit down and drive-thru food service, and an O’Sullivan <br />Convenience Store/gas station. The proposal includes a request to vacate the east half of <br />the existing Navarre Lane right-of-way. A second phase will be pursued soon to develop <br />the adjacent church property with a retail and office developr...-t. There are several issues <br />that need to be addressed relative to engineering matters, and added to the plan set. <br />J. I »ilities; The e.xisting sanitary sewer and water main to serve tnis pioperty are located <br />Within the riaht-of-way for Navarre Lane. Serv'ices have been extended to the property, <br />however it is likelv that the size is inadequate and new service connections will be <br />necessary. Plans and specifications should be prepared for the service line connections, <br />with as-built plans provided to the City upon completion. <br />2. Grading: The topography shown on the survey is correct. A grading, drainage and <br />** erosion control plan should be prepared that shows both the existing and proposed <br />contours, building locations and elevations, and erosion control measures to be used <br />during construction. Details should be provided for the proposed landscape/retaining <br />wall shown along the northeast properU’ line. The retaining wall should have a fence <br />along the top if it exceeds a 3-foot height. It appears that the construction may e.xceed <br />the property limits which will require easements from the adjacent property. <br />3. Drainage: Fhe site drains naturally to DNR protected wetland basin #27-912W. Tlie <br />drainage plan for this development should include stormwater ponding to treat the <br />runoff leaving the site. The parking lot should have storm sewer for proper drainage. <br />Drainage and ponding calculations should be provided for our review. Some type of <br />skimmer structure should be included at the pond outlet. A detail of the outlet <br />structure and pond elevations should be shown on the plan.
