Zoning File #2107 <br />March 14, 1996 <br />Page 4 <br />The loading area issue was discussed at the February meeting. It was advised that delivery <br />trucks would only enter property during early morning hours before restaurant was open for <br />public use. Delivery trucks would park to the southeast side of building at the exit to the <br />drive-thru lane. <br />Shawn Gustafson has completed an inspection of the wetland area and the east lot line of the <br />property. We are satisfied that the car wash structure and any retaining walls installed as a <br />result of the filling along the east lot line will meet the required 26 ’ setback from the <br />designated wetland. <br />Recommendation <br />Planning Commission is asked to reconsider your original recommendation to the Council <br />concerning the comprehensive application for redevelopment of the property located at 3340 <br />Shoreline Drive, involving conditional use permits for a Class I restaurant and motor fuel <br />station, approval of commercial site plan per amended site plan, revised date March 12. 1096. <br />and variances as reviewed above (structural setback variance for car wash, parking setback <br />variance for parking lot on west side, structural coverage variance of 5.29o. signage area <br />variance of 208 s.f.). <br />At this point we would recommend conceptual approval of the vacation of Navarre Lane until <br />the public hearing for the expanded vacation is approved. Approval is subject to the following <br />conditions: <br />1 Applicant to provide survey locating retention pond on church property and <br />vacated right-of-way. Applicant to provide drainage and ponding calculations <br />to support the sizing of pond. The City Engineer to advise applicant of <br />additional storage area sought by City within retention pond. This information <br />to be submitted to the City no later than April 2. 1996 in order to meet the <br />deadline for the vacation public hearing before the Planning Commission. <br />Upon application for a building permit, applicant shall provide the following <br />information for the review of the Citv Engineer: <br />a.Plans and specifications for service line connections with as-built plans <br />provided to the City upon completion. The Public Works Department <br />shall consider any potential problems associated with additional cover <br />placed over existing water main.
