Description of Request <br />The applicant seeks a conditional use pennit to establish a berm that measures 1 O' in height and 350 ’ <br />in length. The purpose of the berm is to screen the view and noise from the school and athletic <br />fields. The elevation of the applicant's residence is approximately 1 O' lower than the school ’s <br />property. <br />Issues <br />1. <br />2. <br />The applicant has agreed to provide truck access to the school property. <br />The subject property is impacted by noise from school activities. The baseball fields and <br />concession standards are adjacent to the subject property. <br />3.The applicant has indicated that the slope of the berm will meet the ratio requirements of 3 <br />to 1. <br />4. The berm will not impact the primary or secondary septic sites. <br />5.The berm will not block the natural drainage on the site; it will continue to flow to the south <br />and west. <br />6.The applicant has indicated that it will take several years to acquire the 3,100 cubic yards <br />required to build the berm. <br />Staff Recommendation <br />To approve the conditional use permit subject to: <br />1. The berm shall be constructed at a 3 to 1 slope. <br />2. The berm shall be landscaped with grass and trees when completed. <br />3.The applicant shall update City staff annually as to the progress of berm construction.
