(5B) Antenna Support Structure. Any building or other structure other than a <br />tower which can be used for location of antennas. <br />(5C) Antenna Tower. A self-supporting lattice, guyed or monopole structure <br />constructed from grade which supports personal wireless service antennas. <br />(54)Public Ser\'ices. Underground or overhead gas, electrical, steam or water <br />transmission or distribution systems, collection, communication, supply or <br />disposal systems including poles, wires, mains, drains, sew’ers, pipes, <br />conduits, cables, fire alarm boxes, traffic signals, hydrants or other similar <br />equipment and accessories in conjunction therewith; but not including <br />buildings or major structures located above ground level Personal wireless <br />services and commercial broadcasting antennas and towers shall not be <br />considered public service structures. <br />(56B) Secondary Use. A use of land or of a building or a portion thereof which is <br />subordinate to and does not constitute the primaiy’ use of the land or building. <br />Section 2. Section 10.03, General Provisions, Subd. 17, Essential Services, be amended to <br />read as follows: <br />Subd. 17. This Zoning Chapter shall require a permit for all structures including <br />utility poles and right-of-ways which are an integral part of a system for public <br />transportation as for transmitting power, water, heat, communications, gas or sewage <br />by any public utility. The Council shall grant a conditiona' use permit only after a <br />showing that the public safety, health and welfare will not be harmed by the essential <br />services. Personal wireless services and commercial broadcasting antennas and <br />towers shall not be considered essential services. <br />Section 3. Section 10.20, R-IA, One Family Residential District, Subd. 3 (D). <br />D.Public Service Structures. Public service structures, including but not limited <br />to, electric transmission lines, buildings such as telephone exchange stations, <br />booster or pressure regulating stations, wells, and plumbing stations, elevated <br />tanks, lift stations and electrical power substations, provided no building shall <br />be located within 50' from any lot line of an abutting lot in an "R" District. <br />Prior to granting such permit it shall be found that the architectural design of <br />service structures is compatible to the neighborhood in which it is to be <br />located and thus will promote the general welfare, public service structures <br />as defined above that have been approved by the City at required public <br />hearings for public improvements projects shall not require a conditional use <br />permit but such structures shall be subject to all other appropriate standards
