MINUTES OF THE ORONO PLANNING CONCVflSSION <br />MEETING HELD ON JANUARY 16, 1996 <br />\ <br /><r <br />X <br />(#13 > #2102 Haward and Elizabeth McMillan - Continued) <br />\Howard McMillan said it was their attempt to combat in a non-toxic way the elimination <br />of the purple looseleaf ih the non-excav-ation areas. He said they were trying^to redevelop <br />cattails and create a normal namral state. Lili McMillan noted the approval of the project <br />by their neighbors to the east and west. She also said the MOW’D has been notified but <br />still need to contact the Corp of Engineers. <br />Schroeder read into the minutes a letter from a neighbor, Pesak, approving the <br />plan. <br />Schroeder informed the applicants of the Plamjni£Commissions' standard for a namral <br />setting around the pond area. Mabasth sai^the Engineer has cited the plan as an excellent <br />example of providing transitional areas within the irregular shoreline and graduated slopes. <br />Smith reiterated the desire of the Commission to not have any "pre^ pond" applications <br />and to meet fierformance standards. Lindquist noted that the application is in line with this <br />standard with the use of prainc restoration mix and the designed slope. <br />Howard Mchfillan commented that he realized the 3-5' depth is normal to create a viildl^e <br />habitat. <br />Smith mov^, Lindquist seconded, to approve Application #2102 for a CUP/variance <br />aUowinglfor an open water area with a conservation easement and conditions 1-5 as <br />stipui& in the Staff memo. Vote; Ayes 4, Nays 0. <br />(#14) #2104 B. SCOTT BALL, 1065 WEST FERNDALE ROAD - VARIANCES - <br />PUBLIC HEARLNG - 11.05-11:15 P.M. <br />The Certificate of Mailing and Affidavit of Publication were noted. <br />'The applicant was represented by George Slickney. <br />Gaffron recalled the Ball application from several months ago regarding the installation of <br />bay windows in the existing house. The applicants have decided, and now propose, that <br />the best option is to remove the existing house and driveway and build a new home. <br />Stickney informed the Commission on the transformation from remodeling to a new home. <br />He noted that the proposal would now orient the house well on the lot. It was noted how <br />the averase Lakeshore line on the property swings in towards the home.
