Box 66 <br />Crystal Bay, MN 55323 <br />Re: Spring Hill Golf Club -• CSAH 6 - Development Issues <br />Mike: <br />Thanks for the opportunity to review the above noted proposal so that we can <br />comment on development issues in a timely manner. Please be aware tnat Il-'nnepin <br />County is also preparing a separate response to the March 1997 Environmental <br />Assessment Worksheet. Regarding development issues we hnve several concerns <br />which we describe in the following paragraphs. These issues will need to be <br />addressed prior to the county issuing its roadway related approvals. <br />Administratively, a cooperative agreement will be required between Hennepin <br />County and the City of Orono, to identify legal and technical responsibilities <br />for the golf cart/pedestrian underpass, or culvert. This agreement will become <br />the long-term instrument addressing subjects such as liability, periodic <br />inspection, routine maintenance of the road and culvert and any other logistical <br />concerns. While the city may in turn choose to reassign certain obligations to <br />the golf club, procedurally the county contracts with the city, a public entity <br />which represents the public interest into perpetuity. <br />On the technical side, the culvert issues include but are not^imited to: <br />- type of construction (poured, pre-cast, etc.) <br />- culvert length to attain appropriate roadside slopes to preclude need for <br />guardrail (or provisions for guardrail if absolutely necessary) <br />- need for 4 feet of cover under roadway/shoulder area <br />- drainage provisions <br />- potential for security lighting within and at entrances <br />- whether any public or private utilities might go through the culvert <br />- whether the proposed municipal bikeway system might utilize the culvert since <br />their current proposal indicates crossing CSAH 6 in this vicinity. <br />- detour plans (if necessary) during construction <br />Department of Public Works <br />320 Washington Avenue South <br />Hopkins, Minnesota 55343'8496 <br />(612)930-2500 FAX:(612)930-2513 TDD:(6l2)930-2696 <br />f(tcydei?apf
