II <br />i <br />« <br />i <br />f <br />I) <br />PARKS JUNE, 1980 <br />3. THE CITY WILL IMPROVE LOCAL ACCESS TO AND BETWEEN RECREATIONAL <br />FACILITIES. The City will work toward improving <br />neighborhood access to all recreation facilities <br />including especially provisions for safe walking <br />and bicycling within the immediate area of each <br />park. The City will work toward linking all public <br />recreation facilities with an expanded bike-hike <br />trail system. <br />RURAL PARK AND OPEN SPACE POLICIES <br />1. PROVIDING FOR RURAL AREA OPEN SPACE WILL BE THE RESPONSIBILITY OP <br />EACH LANDOWNER. There is sufficient open space <br />provided on each rural lot to accommodate all <br />passive and many active forms of outdoor recreation. <br />No City or public investment is necessary. <br />2. RURAL RECREATION FACILITIES MUST NOT REQUIRE URBAN SERVICES. <br />Major emphasis will be on passive recreation areas <br />that do not attract large numbers of people because <br />urban services such as sewer, water and frequent <br />police patrolling are not available in the rural <br />service area. <br />3. RURAL RECREATION AREAS WILL BE COORDINATED BETV7EEN THE CITY, THE <br />COUNTY AND THE STATE. The principal rural recreational <br />facility provided by the City is the bike-hike trail <br />system which is intended to link urban and rural <br />neighborhoods with the DNR's Luce Line Trail and <br />Morris T. Baker Park Reserve. <br />4. THE CITY WILL ENCOURAGE THE PARK RESERVE TO CONTINUE ITS EXISTING <br />SERVICE LEVELS AT MORRIS T. BAKER PARK RESERVE AND AT NOERENBERG <br />GARDENS. Neither facility has any significant activity <br />level and Orono will encourage that this limited usage <br />continue as appropriate to Orono's rural land use plans. <br />Orono will encourage retention of the natural open space <br />and nature areas in the Orono portion of Morris T. Baker <br />Park Reserve. Orono will encourage the existing conservancy <br />and limited use aspects of Noerenberg Gardens. Orono will <br />discourage extensive development in either location. <br />CMP 8-11
